July 2015 saw the commencement of work to build a new road to access the Enterprise Zone at London Road. A new junction will be created on the A414 with the new road running across the Enterprise Zone site from the A414 to London Road. The road is intended to provide access to the Enterprise Zone and also to the second phase of the Newhall housing development. It is being funded through a Section 106 Agreement with the Newhall developers.
The first phase of the work commenced in March 2015 with the removal of a row of trees along the A414 to allow for the new junction to be created. New trees will be planted on the Enterprise Zone in mitigation for those that have been removed. The current works involve the re-direction of utility supplies along the A414 to enable the new link road to be built.
The main contract works to construct the road will commence in October 2015 and run through to the summer of 2016. They will be completed as part of a wider programme to improve the A414 including improvement works to the First Avenue roundabout. By the summer of 2016 Harlow Council will also have appointed its development partner to build and operate the new Science Park at London Road North and so the completion of the new access road will then enable development work to commence in the latter part of 2016.
