Work is underway on the construction of a new access road into the Harlow Enterprise Zone at London Road. This will link the A414 with London Road and help to facilitate the development of a new 25 acre Science Park. Following enabling works during the summer and autumn of 2015 to divert utilities supplies, work commenced on the construction of the new road itself in early 2016 and is scheduled to complete in September of this year. The works are part of a wider scheme being undertaken by Essex County Council to also improve the A414/B183 (First Avenue) junction, easing congestion at this pinch point. It will also enable the road network to deliver the growth that will result from the Enterprise Zone development.
The road will also provide access to the second phase of the Newhall housing development and is ultimately being funded by Newhall Projects and the South East Local Enterprise Partnership (SELEP). The construction of the road is being undertaken by Jackson Civil Engineering and is managed by Essex County Council.
Once complete, the new road will enable the development of a new Science Park, on land owned by Harlow Council, which has the potential to bring more than 2,000 jobs to the town. The Council’s appointment of Vinci Developments as its preferred development partner to help it build the Science Park now means that work on this can start upon completion of the new road. It is expected that this development will commence in the winter of 2016/17, with significant interest already being shown in the site by potential occupiers.
