The Harlow Enterprise Zone has taken a major step forward today with the publication of a tender notice inviting bids from developers to work with Harlow Council in creating a new Science Park at the London Road North site. The Council is interested in forming a long term joint venture with a development partner for the 14 hectare site that is within its ownership. The OJEU notice has now been published, with 30th April 2015 set for the return of Pre-Qualification Questionnaires (PQQs) from interested parties.
The Harlow Enterprise Zone occupies a strategically significant site between London and Cambridge, with its proximity to London Stansted Airport making it a premier business location. As one of the Government’s 24 Enterprise Zones across England it is able to offer business rate discounts for occupiers and a simplified planning regime to speed up development.

Harlow Council’s vision, and the purpose of this procurement, is to create a new Science Park in an attractive campus style environment. Harlow Council is now proposing to bring forward this development at the London Road North site which covers approximately 25 acres of greenfield land. It is anticipated that this site will be best suited to research and development, office and some light industrial uses. In addition to these uses, the site will accommodate associated secondary retail and restaurant/café/leisure uses to support the main employment use.
Harlow Council invites developers to complete the submission of details in the PQQ process with a view to being shortlisted to participate in the OJEU Competitive Dialogue. The Council is seeking a joint venture development partner, although the precise nature of this joint venture will be explored and tested through the Competitive Dialogue process. The Council will input its landholdings and infrastructure investment with the developer delivering the build out and management of the new Science Park. The Council wishes to retain a long term stake in the development and will invite proposals through the OJEU process for options as to how this might be achieved to the best interest of the development, the Council and its chosen development partner.
To participate in the pre-qualification process, interested parties should register as a Harlow supplier at www.mytenders.org and download the relevant documentation relating to the Harlow Enterprise Zone.
Pre-Qualification Questionnaires must be submitted by 30th April 2015 and a final appointment is expected by the end of 2015.
